DESCRIPTION:
Today, nearly every Army ground combat system relies on Positioning, Navigation, and Timing (PNT) (mostly provided by Global Positioning System (GPS)); it is central to American military operations. Our adversaries have recognized this critical Achilles’ heel to mounted and dismounted operations, and are blocking our access to GPS. Incidents of malicious disruption to both the access and integrity of our GPS data are increasing worldwide — development and proliferation of cheap and ubiquitous threat technologies will continue well into the future. PM PNT was chartered to outpace this enduring risk to operations.
MR. MICHAEL J. TRZECIAK
Mr. Mike Trzeciak assumed responsibilities as Project Manager for PNT in November 2021. Mike’s previous assignments include the Deputy Project Manager PNT providing leadership and guidance to three different Product Managers, and the Director of Engineering and Acquisition for the Joint Project Manager Guardian where he managed 36 different Chemical, Biological, Radiological and Nuclear (CBRN) and Base Defense programs.
In 2009, Mike was selected as an Army Acquisition Fellow and held numerous demanding positions during his tenure with the US Army Acquisition Support Center, including an assignment as a Department of the Army System Coordinator (DASC), a PEO IEW&S Acquisition Management Specialist, and as the initial Task Force Leader for Modular Base Defense within PEO Integration.
Prior to that, Mike was a Project Team Leader within the Edgewood Chemical and Biological Center (ECBC) and led many Quick Reaction Capability (QRC) projects for the Joint IED Defeat Organization (JIEDDO) and the Rapid Equipping Force (REF), such as a two-year Defense Threat Reduction Agency (DTRA)-sponsored Joint Capability Technology Demonstration (JCTD) that provided critical Site Exploitation and Reconnaissance capabilities to US Pacific Command (PACOM).
Mike retired from the Army in 2003 with 21 years of service that included multiple assignments with 21st Theater Army Area Command (TAACOM), 45th Support Group, 3rd Infantry Division, and as Division Chief for the US Army Ordnance Center and School Metal Working Department, the most senior position in the Army for his Occupational specialty. Mike also had multiple rotations in Turkey, Bosnia, and Japan.
Mike is driven to support the Warfighter with the most advanced capabilities to ensure mission success and the safe return of deployed forces. His leadership philosophy is to take responsibility, empower subordinates, and instill courage and honesty to make the hard decisions. Mike is married to the wonderful Mrs. Dana Trzeciak and has two sons, Patrick and Thomas. He and Dana have a passion for life, and enjoy nature, scuba diving, running, and the Arts.
Mr. William (“Willie”) T. Utroska
Mr. William (“Willie”) T. Utroska joined Project Manager Positioning, Navigation, and Timing (PM PNT) as Deputy Project Manager in June 2024, bringing with him a wealth of experience in government, military, and industry. He was commissioned a Second Lieutenant of Infantry in June 1988 and retired in September 2012. He has served in a wide variety of Army and Joint assignments throughout his military and civilian career.
Immediately prior to his current role, Mr. Utroska served as DPM at Electronic Warfare and Cyber for four years and, before that, as Deputy Product Manager Electronic Warfare Integration for three years. His previous acquisition assignments include Operations Officer for Horizontal Technology Integration and Assistant Product Manager, AFATDS, at PEO C3S; and Chief Intel Systems Requirements, Chief System Analysis & Design, and Deputy Chief Systems Engineering Division at USCENTCOM J2. While at USCENTCOM, Mr. Utroska deployed to Afghanistan, Iraq, and Qatar to support Operations Enduring Freedom and Iraqi Freedom. He later served as the Research, Development, and Engineering Command’s first CSL Product Manager, C4ISR, prior to retirement from the Army as Military Deputy, Space & Terrestrial Communications Directorate, CERDEC. Upon retirement, he worked in industry for five years.
Past operational assignments include serving with the 101st ABN Div (Air Assault) as an Assistant S3, Infantry Rifle Company Commander, and Division Chief of Live Fires as well as with the 8th Infantry Division and 1st AR Division as Infantry Rifle Platoon Leader, Infantry Battalion Support Platoon Leader, and Infantry Rifle Company Executive Officer. He was also selected to a congressionally mandated AC/RC assignment as a Company Commander at Fort Chaffee, Arizona for 5th Army.
Mr. Utroska holds a Master of Science in Information Systems Technology Management from the Naval Postgraduate School and a Bachelor of Science in Computer Science from the University of Puerto Rico – Bayamon. Mr. Utroska’s military education background includes the Infantry Officer’s Basic Course, Infantry Officer’s Advance Course, the Combined Armed Services Staff School, Command and General Staff College, Joint and Combined Warfighting School, the Program Manager’s Course, and the Colonels Command Assessment Program. He is a member of the Army Acquisition Corps and holds professional certifications in Program Management (Advanced), Engineering & Technical Management (Practitioner) and Test & Evaluation (Foundational).
Mr. Utroska’s awards and decorations include the Defense Meritorious Service Medal (with oak leaf clusters), Meritorious Service Medal (with two oak leaf clusters), Army Commendation Medal (with oak leaf cluster), Army Achievement Medal (with two oak leaf clusters), Joint Meritorious Unit Award, Army Superior Unit Award, Meritorious Civilian Service Medal, Civilian Service Achievement Medal as well as multiple campaign medals for Iraq and Afghanistan. He’s also earned Air Assault, Parachutist, and Expert Infantryman badges as well as the Ranger tab.
He has three daughters and three grandchildren.

The PNT IPT is returning for 2024! All military, government civilian and contractor personnel in the broader PNT community are invited to join PM PNT at Aberdeen Proving Ground, Maryland, on 23 and 24 October 2024 to connect across services and disciplines, build partnerships, and share information throughout the enterprise.
Event registration information
