Growth and Complexity Give Way to a New Product Office

Due to the rapid growth and expansion of Integrated EW/SIGINT portfolio and to keep pace with the operational environment, Project Manager Electronic Warfare and Cyber (PM EW&C) realigned its organization to provide needed efficiencies to equip the Army of 2030 to conduct Multi-Domain Operations and posture itself for Army 2040.  This realignment took place recently with the formal establishment of Product Lead Strategic Spectrum Warfare (PL SSW). Garry Moore is the appointed Product Lead and Dana Trzeciak is the Deputy Product Lead.

“PM EW&C recognized that the depth and breadth of products under the TSW charter started to exceed the capacity of one product manager to manage/execute. The stand up of PL SSW ensures the right level of leadership, oversight, and decision velocity,” said Kenneth Strayer, Project Manager, PM EW&C.

Some of the capabilities being developed, fielded and sustained by Product Manager Tactical Spectrum Warfare (PdM TSW) transitioned to PL SSW. Focused on delivering strategic materiel solutions, PL SSW will support Terrestrial Layer System – Echelons Above Brigade (TLS EAB); 1st Multi-Domain Task Force Operational Needs Statement (MDTF ONS); 2nd MDTF ONS; 3rd MDTF ONS; \and Theater SIGINT.

The PL SSW systems address a wide array of Warfighter needs—from long range and deep sensing to signals intelligence (SIGINT) and electronic warfare (EW).

  • Modernizing the terrestrial layer, TLS EAB provides a capability to interface with Brigade, Division, Corps, Army, unified action partners and mission command systems to sense, attack, deceive and protect.
  • Numerous Quick Reaction Capabilities (QRCs) fulfill Operation Needs Statements to meet urgent requirements of various Multi-Domain Task Force units.
  • Theater SIGINT will provide tactical commanders at Echelons above CORPS with a forward deployable, remotely or locally controlled, signals intelligence (SIGINT) system for maintaining operational readiness and support for contingency operations.

Redistributing this expansive group of systems across two offices will ensure that each system receives the focus it requires and “foster greater efficiency and productivity amongst the PdM TSW and PL SSW teams,” said Garry Moore.   

In terms of how these changes align with the Army’s mission, Lt. Col. Kris Haley, Product Manager Tactical Spectrum Warfare, said, “The split of PdM Terrestrial Spectrum Warfare into two product offices allows for prioritization of resources to the appropriate echelon to achieve the Army’s strategic and operational objectives of spectrum dominance necessary for decisive military overmatch in the electromagnetic spectrum (EMS).  PdM Tactical Spectrum Warfare (TSW) provides EMS capabilities to Brigade and below (operational) while PL Strategic Spectrum Warfare (SSW) provides EMS capabilities to Division and above (strategic).”

Most importantly, given the proper oversight and decision velocity created by transitioning to two product offices, “there will be greater flexibility to meet unique warfighter requirements and accelerated delivery of operationally relevant EMS capabilities to the Warfighter,” said Lt. Col. Haley.
