Mission:

The project management office for Department of Defense Biometrics (DOD Biometrics) designs, engineers, acquires, deploys, and sustains enterprise biometric solutions in multiple operating environments enabling identity dominance on the battlefield and across the Department of Defense. These solutions, including biometric tactical collection devices and the authoritative biometric data repository, enable identity dominance for U.S. forces, interagency partners, and international allies on the battlefield and around the globe.

Description:

DOD Biometrics systems capture, transmit, store, manage, share, retrieve, and display biometric data of non-U.S. threat forces for timely identification or identity verification. These systems are mission-enablers for force protection, intelligence, physical and logical access control, identity management/credentialing, detention and interception operations. With a global footprint, PM DoD Biometrics provides biometrics support to the overseas contingency operations including counterintelligence, security force screening, detainee operations, cache and post- IED incident exploitation, intelligence operations, presence operations, local population control, seizure operations, and base access control.
DOD Biometrics protects the nation through identity dominance by enabling responsive, accurate, and secure biometrics, any place and any time, in cooperation with the Department of Homeland Security, Department of Justice, Department of State, and other government agencies and international partners. DOD Biometrics has transformed the current environment (which was based on legacy stovepipe pilot programs, advanced concept technology demonstrations (ACTD), and rapid equipping force (REF) projects) to enduring capabilities to support Advanced Protection and Soldier Lethality.

Product Manager, Biometrics Enabling Capability (PdM BEC)

PdM Biometrics Enabling Capability (PdM BEC)

MISSION

PdM BEC designs, engineers, develops, acquires, deploys, and sustains the DoD authoritative biometrics repository and provides enterprise services for biometric storage, matching, and data sharing. The storage, matching, and sharing of biometric data supports US, coalition forces, and non-DOD (FBI and DHS) missions to identify known or suspected adversaries around the globe. This biometrics system (DoD ABIS) enables identity superiority across the DoD.

 

DESCRIPTION

The DoD ABIS transmits, stores, manages, shares, retrieves and displays biometric data in support of identity superiority operations.  The system enables force protection, intelligence, physical and logical access control, identity management, and detection and interception operations.  DoD ABIS includes multi-modal (fingerprint, palm, iris, face) storage and matching, watch-list capability, and sharing with interagency repositories.  It is an integration of commercial-off-the-shelf (COTS) and Government-off-the-shelf (GOTS) products, using open architecture to minimize development and speed deployment.  DoD ABIS interfaces with numerous DoD and interagency biometrics systems, including Department of Justice (DoJ), Federal Bureau of Investigation (FBI), Department of Homeland Security (DHS), and Department of State (DoS)

Biometrics Collection Capability (BCC)

Biometrics Automated Toolset - Army (BAT-A)

MISSION

Product Lead Biometrics Collection Capability (PL BCC) designs, engineers, develops, acquires, deploys, and sustains biometric tactical collection capabilities that provides enterprise services for biometric storage, matching, and data sharing.  The collection, storage, matching, sharing, and analysis of biometric, biographical and contextual data is used in five combatant commands and presently employed in three overseas contingencies.  The capability supports the Army Force Protection and Identity Dominance Missions and sees continued service.

 

DESCRIPTION

BAT-A is a multimodal biometric enrollment and identification systems designed to support identity management missions; namely the BAT-A Kit and the BAT-A Hand Held (BAT-A HH).  The BAT-A system consists of biometric enrollment laptops, peripherals, and BAT-A servers.  BAT-A is a biometric system operated over SIPRNET and Combined Enterprise Regional Information Exchange System (CXI) in Afghanistan.  BAT-A also has a BAT.Web interface to provide worldwide access to the BAT-A data.

BAT-A HH is an all-in-one multimodal biometric enrollment and identification system designed to support identity management missions in an unclassified environment.  The BAT-A HH system consists of the Secure Electronic Enrollment Kit (SEEK II) which provides fingerprint scanning, iris capture, face capture, GPS location and text input.

The BAT-A Kit collects, matches, stores and shares a person’s biometric data and enrolls the information into the DoD enterprise authoritative biometric database, DoD Automated Biometric Identification System (DoD ABIS), to verify the individual’s identity.

Next Generation Biometrics Collection Capability (NXGBCC)

MISSION

The Next Generation Biometric Collection Capability (NXGBCC) supports the Army Force Protection and Identity Activities. NXGBCC is a part of the DoD Biometric Enterprise and delivers innovative and emergent biometric solutions to protect and support the warfighter and nation through global identity superiority. NXGBCC shall collect, match, store, share, analyze, reference, and manage contextual data and biometrics to include iris, fingerprint, facial images, palm prints and voice on Known & Suspected Terrorists, potential adversaries, host nation personnel, and third country nationals to inform the warfighter in a decide/act response. NXGBCC is the successor to the Biometrics Automated Toolset-Army Program of Record capability.

 

DESCRIPTION

NXGBCC will enhance multiple Army warfighting functional tasks to confront Non-state and state actors, criminal enterprises, enemy and adversary information operations that may threaten U.S. interests requiring a security response involving Army forces.

NXGBCC will expand upon the biometric modalities to include voice prints and palm prints; enhance its overall functional capabilities; reduce its size, weight, and power consumption and costs; be more integrated with Army systems of systems, and be better integrated with unified action partners.

Near Real Time Identity Operations (NRTIO)

MISSION

Provide the ability to collect, store, and match biometrics for individuals within the USCENTCOM Area of Responsibility (AOR) with a maximum three (3) minute response back to the tactical user, often in high threat tactical environments.

 

DESCRIPTION

NRTIO is a Family of Systems (FoS) that has the capability to collect, match, and store palm, fingerprints, iris, and faces to establish identity superiority and maintain identity dominance in all areas of military operations. The purpose of the system is to positively identify individuals and link individuals to events and activities that pose a threat to peace and security, and in addition, to share biometric data with approved Department of Defense (DoD), interagency, and multi-national partners. Key components of the system include biometric collection devices, data communications platforms, and a regional server with a web portal user interface.

MISSION

The International Programs Division is the Security Cooperation and Foreign Military Sales lead for DoD Biometrics. International Programs is responsible for developing and executing innovative security assistance solutions that support mutual U.S., NATO, and Partner Nation interests in biometrics and forensics capabilities.

 

DESCRIPTION

The International Programs Division is capable of providing Partner Nations with the full spectrum of biometrics and forensics capabilities including end-to-end biometrics matching and storage capabilities; both hand-held and portable multi-modal capture and matching devices; and mobile forensics labs designed to conduct sensitive site exploitation, data acquisition, vital evidence collection, and processing in counter-terrorism and criminal investigations.

 

PROGRAM STATUS

  • Supporting two pseudo-FMS cases in Afghanistan and Iraq for automated biometrics systems, collection devices, and an operations center capable of conducting Latent and Ten Print examinations.
  • Supporting an FMS case in Iraq for a Mobile Forensics Lab for the Iraqi Counter Terrorism Service (CTS), capable of analyzing, processing, and cataloging Latent fingerprints and Tenprint fingerprint cards collected during sensitive site exploitations.
